Unknown locomotive and railway - help wanted

Latest update on the SLS What where when? page is of an unknown miniature railway and train. Can any reader give us information on the following photograph please.

Looks to me like of of Col. Tyrrell's lines beside the Romney, Hythe and Dymchurch, there were a couple, one was on the abandoned curve in the RHDR formation at New Romney (near the sheds). I think the locomotive was called 'Atlanta' or similar.

There are details in one of the RHDR books but at this time I can't think which one to check!
